RJ Lee Group Senior Scientist, Dr. Jim Conca, will be Session Organizer for Track 18 Invited Panel Session - 9 “How Nuclear Waste Disposal Affects the Nuclear Industry.” This session will also discuss how the recommendations from the President's Blue Ribbon Commission on America's Nuclear Future could positively affect the industry.
Abstract
Most public discussions of nuclear energy suggest that solving the nuclear waste issue is a major hurdle to new builds. Recent recommendations by the President’sBlue Ribbon Commission on America’s Nuclear Future have set the stage for a new strategy to dispose of high level nuclear waste and to manage used nuclear fuel in the United States. This discussion focuses on three key recommendations: 1) interim storage for spent nuclear fuel, 2) resumption of the site selection process for a second repository, which was put on hold by the 1987 NWPA amendment, and 3) a quasi-government (QG) entity to execute the disposal and storage program. The first two recommendations are critical in removing spent fuel from reactor sites and allowing permanent disposal of actual waste. The last recommendation is crucial to cost as the QG-entity would be given the balance, or at least the continuing revenue, of the nuclear waste fund. Cost then becomes a decisive matter in a more direct way.
