Lab Director, Columbia Basin Analytical Laboratories
Don Smith is the Laboratory Director of Columbia Basin Analytical Laboratories (CBAL), the west coast division of RJ Lee Group. Don’s scientific expertise grew from his degree in Chemistry with a minor in Biology from Metropolitan State University in Denver Colorado. His past experiences include work in commercial laboratories such as SGS/Commercial Testing and Engineering and Los Alamos Technical Associates, which gave him a working knowledge of successfully fulfilling projects with high throughput and fast turnaround times. His many years working for the Environmental Protection Agency provided him with expertise in environmental regulatory and analytical issues, and his roles included Program Manager, Environmental Chemist, Civil Enforcement Program Inspector, and Chief of the Criminal Support Section of the National Enforcement Investigation Center (NEIC).
Don’s experience is comprised of supervising technical staff that included engineers, scientists, and technicians in carrying out assignments to support EPA criminal and civil programs. He also worked to ensure regulatory compliance evaluation and sample collection activities were carried out in accordance with established policies and procedures to meet necessary QA/QC requirements. In addition, Don has made significant contributions to the EPA’s nationwide enforcement program, including development of innovative inspection methods and enforcement of environmental statutes related to hazardous waste facilities. These include waste treatment facilities, federal facilities, centralized waste treaters, and steel mills. He has provided testimony in civil and criminal proceedings and help to Assistant United States Attorneys, Criminal Investigations Division Special Agents, and Regional Enforcement personnel on precedent-setting cases.
Don also has considerable experience at several Department of Energy facilities serving in program management and analytical project support roles including supervisor of Analytical Projects Office at Fernald. He also has served as a Project Manager for analytical support at Hanford. This role included assisting in the preparation of the Waste Analysis Plan in the initial RCRA Part B permit application for the treatment of high-level Hanford tank hazardous waste at Hanford as well as supervising laboratory support staff.
